Leonardo Bullard is a Cuban Bahamian American esports strategist, operations architect, and technology-driven community builder whose career reflects the intersection of gaming culture, mission-critical systems, and large-scale execution.

A lifelong gamer, Leonardo’s connection to gaming spans generations of platforms and genres, giving him a deep understanding of how gaming communities form, grow, and endure. Alongside that lived experience, his professional foundation was shaped by military training, communications discipline, and technical development in systems administration, network engineering, infrastructure support, and operational planning. He earned a Bachelor of Science in Information Technology with a focus on Network Administration from Western Governors University and holds the Project Management Professional (PMP) certification. As a U.S. Army veteran, he developed a leadership approach rooted in accountability, readiness, and the ability to perform under pressure.

His career has also given him experience across both the public and private sectors, allowing him to operate comfortably in environments that demand structure, compliance, scalability, and stakeholder coordination. That range is especially important to UEF’s mission, which sits at the intersection of community, education, industry, and institutional development. Leo brings an understanding of how to translate vision into systems that can work not only for grassroots communities, but also for schools, municipalities, and organizational partners.

Over time, Leonardo expanded that foundation into convention gaming, tournament operations, esports event support, and large-scale community engagement. He has helped manage gaming programs and support competitive environments across major pop culture and gaming events, bringing direct experience in player operations, tournament integrity, technical contingency planning, broadcast coordination, and the behind-the-scenes systems required to execute credible events at scale.

As Co-Founder and Co-President of the United Esports Federation, Leonardo helps shape the federation’s long-term vision to move esports beyond fragmented activity and toward a more structured, respected, and sustainable future. His work is especially focused on operational systems, event architecture, tournament frameworks, infrastructure planning, and the development of practical standards that communities, schools, and organizers can actually use.

Leonardo’s leadership style is grounded in structure without losing touch with culture. He understands that successful esports ecosystems are not built by hype alone, but through systems, trust, technical competence, and disciplined execution. Through UEF, he is helping build that foundation for the next generation.

Nobel Vale is a Filipino American scientist, technology enabler, partnership strategist, and lifelong gamer whose career bridges scientific discipline, innovation, industry engagement, and community-centered leadership.

With an academic foundation in biomedical engineering, Nobel earned a Master of Science in Biomedical Engineering from Duke University after completing a Bachelor of Science in Biomedical Engineering at the New Jersey Institute of Technology, where he also pursued a minor in Mathematics. That blend of scientific training and analytical discipline helped shape a professional approach grounded in rigor, adaptability, and systems thinking.

His career has since expanded across science, technology, business development, conventions, digital communities, and creator-facing industries, giving him a rare ability to connect institutional thinking with audience-facing culture. His relationship with gaming spans decades, from early console experiences to modern gaming ecosystems, mobile platforms, and tabletop spaces. That range gives him a broad understanding of gaming not only as competition, but as a social, cultural, and systems-driven environment where communities build identity, connection, and long-term loyalty.

As a Co-founder of the United Esports Federation, Nobel helps build the partnership ecosystem necessary for long-term success: industry relationships, collaborative opportunities, innovation pathways, and cross-sector connections that expand what esports can become. He understands that for esports to mature, it must be able to speak credibly to educators, community leaders, nonprofit stakeholders, technology partners, health and science professionals, creators, and gaming audiences alike.

Nobel’s contribution to UEF is grounded in a systems-minded view of innovation that values credibility, practicality, and sustainability over buzz. He sees esports not simply as competition, but as an expandable ecosystem where research, technology, culture, events, and workforce development can reinforce one another.

Co-Founder and Co-President

Richard Tiru, Jr. is a Puerto Rican American entrepreneur, cultural architect, and esports executive whose career spans more than three decades across visual design, live events, brand development, grassroots gaming, and digital infrastructure.

Educated at New York City’s High School of Art & Design and the Fashion Institute of Technology (FIT), Richard built his foundation in visual communication, creative direction, and brand thinking. He began his professional career in 1994 as a freelance Art Director with Double Exposure, an image consulting firm, before moving into television production as a set designer for the emerging talent competition series Xposure. These early experiences shaped his ability to turn culture into identity and identity into experience.

During the late 1990s and early 2000s, Richard co-founded “Da Fut Soljaz,” a street marketing and event promotion collective that supported major cultural activations, including events connected to the Zulu Nation annual anniversary celebrations. Around the same time, he served as Art Director for the urban fashion brand “HYPE,” contributing to its visual identity during a formative period for streetwear and youth culture. Through this work, he developed a reputation for understanding how branding, community presence, and cultural relevance come together to build lasting momentum.

Well before esports became widely recognized, Richard was already helping create spaces for competitive gaming and community engagement. In 2010, he founded Destructive World Gaming LLC, a Bronx-based organization dedicated to building accessible competitive gaming ecosystems through grassroots tournaments, LAN events, and regional activations. His work has consistently focused on opening doors for players and communities that have too often been overlooked, while proving that sustainable esports growth begins at the local level.

In 2024, Richard expanded further into digital and cultural infrastructure as a Founding Owner and Managing Member of Dot Hip Hop Partners LLC and a Partner Owner in Dot Hip Hop LLC, a Top-Level Domain initiative designed to establish a dedicated global digital identity for hip-hop culture. That work reflects the same throughline present across his career: building platforms that give communities stronger ownership, visibility, and long-term presence.

In 2025, Richard co-founded the United Esports Federation (UEF), where he serves as a member of the Founders Council and helps shape the organization’s long-term direction. His leadership within UEF reflects his longstanding commitment to culture, access, and infrastructure. He brings a perspective grounded not just in competition, but in the larger ecosystem around it: branding, community trust, event energy, identity, and the systems required to make participation feel meaningful and sustainable.

Richard’s career has consistently lived at the intersection of culture and structure.
